中国制造业低碳化发展趋势及其政策导向分析

Analysis of the Low Carbon Development Trends and Policy Directions in China’s Manufacturing Industry

制造业低碳化发展既是实现“双碳”目标的必然选择,也是实现中国经济高质量发展的重要抓手。在“双碳”目标约束下,如何在较短时间内实现区域协同发展、产业结构优化和绿色技术进步,进而推动传统制造业绿色低碳转型是我国面临的关键问题。为充分了解我国当前制造业低碳化发展现状,提出针对性的优化策略,首先需要从时间、空间、行业等维度对我国制造业低碳化发展现状进行解析,分析发展趋势,进而探寻发展过程中面临的困境和挑战,最后提出对应的政策建议。目前,我国制造业低碳化发展仍面临诸多问题,各地区制造业低碳化发展进程差异巨大,高污染和资源型制造业碳排放份额仍呈扩大趋势,大多数的碳排放来自于少数企业。鉴于此,应进一步促进区域协同推进制造业低碳化发展;提高针对大型企业的监管强度和激励力度;充分发挥我国高水平的人力资本积累优势,逐步实现产业结构重心从污染密集型向技术密集型的过渡。

The low-carbon development of the manufacturing industry is not only an inevitable choice to achieve the“dual carbon”goal,but also an important lever to achieve high-quality development of the Chinese economy.Under the constraint of the“dual carbon”goal,how to achieve regional coordinated development,industrial structure optimization,and green technology progress in a short period of time,and promote the green and low-carbon transformation of traditional manufacturing industry,is a key issue facing China.To fully understand the current situation of low-carbon development in China’s manufacturing industry and propose targeted optimization strategies,it is necessary to first analyze the current situation of low-carbon development in China’s manufacturing industry from the dimensions of time,space,industry,etc.,analyze the development trend,and then explore the difficulties and challenges faced in the development process,and finally put forward corresponding policy.At present,the low-carbon development of China’s manufacturing industry still faces many problems,the process of low-carbon development of the manufacturing industrial varies greatly among different regions.The carbon emissions share of high polluting and resource-intensive manufacturing industries is still expanding,with most carbon emissions coming from a few enterprises.In view of this,it is necessary to further promote regional collaboration to promote the low-carbon development of the manufacturing industry;enhance regulatory and incentive efforts for large enterprises;and fully leverage the advantages of China’s high-level human capital accumulation to gradually shift the focus of industrial from pollution intensive to technology intensive industrial structure.
