摘要
师德建设政策对规范教师职业行为、治理师德失范具有重要意义,师德建设需要行之有效的政策体系支持。基于政策文本分析和PMC指数建模方法构建10个一级指标和39个二级指标师德建设政策评价体系,并遴选10项师德建设政策样本进行量化分析与评价。研究发现,我国师德建设政策整体态势良好,所选取的师德建设政策样本5项为优秀等级,其他5项为良好等级,公共政策主体的权威性赋予政策权威性,但也存在政策内容比重分配失衡、政策工具使用频率不均、政策效力级别有待提升的问题。基于此,提出均衡师德政策内容要素、系统组织师德政策工具、完善师德建设法律与政策等优化建议。
The policy of teacher ethics construction is of great significance in regulating teacher professional behavior and managing teacher ethics misconduct.The construction of teacher ethics requires effective policy system support.Based on policy text analysis and PMC index modeling methods,a policy evaluation system for teacher ethics construction was constructed with 10 primary indicators and 39 secondary indicators,and 10 samples of teacher ethics construction policies were selected for quantitative analysis and evaluation.Research has found that the overall situation of teacher ethics construction policies in China is good,with 5 selected samples of teacher ethics construction policies being excellent and the other 5 being good.The authority of public policy subjects endows policy authority.However,there are also issues of imbalanced distribution of policy content,uneven frequency of policy tool use,and the need to improve the effectiveness level of policies.Based on this,optimization suggestions are proposed for balancing the content elements of teacher ethics policies,systematically organizing teacher ethics policy tools,and improving laws and policies for teacher ethics con-struction.
