新疆昌吉市农业现代化发展水平评价

摘要 推进农业现代化是全面建设社会主义现代化国家的重要任务。构建了包括农业产业体系现代化、农业生产体系现代化、农业经营体系现代化、农民生活质量、农业绿色体系和底线任务6个一级指标,以及18个二级指标组成的农业现代化发展水平评价指标体系,运用熵值法和TOPSIS评价法对2013—2022年新疆维吾尔自治区昌吉市农业现代化发展水平进行评价,同时结合障碍度模型分析找出农业现代化发展的主要制约因素。结果表明,昌吉市农业现代化水平整体呈波动上升趋势,2013年处于起步阶段,2022年进入基本实现阶段,同时农业产业化发展是昌吉市农业现代发展的最大短板。提出了调整农业产业结构、培育发展农业全产业链、加强财政支持力度和提高畜禽粪污资源化利用水平等推动昌吉市农业现代化发展的建议。 Promoting agricultural modernization is a important task for building a socialist modernized country in an all round way.An evaluation index system for level of agricultural modernization was constructed,which included six primary indicators:modernization of agricultural industry system,modernization of agricultural production system,modernization of agricultural management system,quality of life for farmers,green agricultural system,and bottom line tasks,as well as 18 secondary indicators.Using entropy weighting method and TOPSIS evaluation method to evaluate level of agricultural modernization development in Changji City of Xinjiang from 2013 to 2022,and combining obstacle model analysis to identify main limiting factors of agricultural modernization development.Results showed that overall level of agricultural modernization in Changji City is showing a fluctuating upward trend.In 2013,it was in initial stage,and in 2022,it entered basic implementation stage.At the same time,development of agricultural industrialization was the biggest weakness of modern agricultural development in Changji City.Suggestions were put forward to adjust agricultural industry structure,cultivate and develop entire agricultural industry chain,strengthen financial support,and improve level of resource utilization of livestock and poultry manure to promote modernization of agriculture in Changji City.
