数字金融背景下探索数据要素金融属性的政策路径研究

Policy Path Study on Exploring the Financialization of Data Elements in the Background of Digital Finance

在数据要素市场加速发展的背景下,数据要素具备金融属性将成为数据价值变现的重要途径。本文在对国内外文献进行梳理的基础上,认为数据要素金融属性包括数据资源、数据产品和数据收益三种,并包括数据资源化、资产化和资本化三个层级。其中,数据资源产品化和数据资产通证化是两次关键跃迁,分别衍生出数据信贷、数据信托、数据资产证券化和股权化等模式。然而,数据资产金融属性仍面临确权难、流通难、价值评估难、投入成本大、安全要求高等问题。对此,应加快研究形成中国特色数据要素产权制度体系;推动有条件的地方和行业开展数据资产金融属性模式先行先试;加快研究形成数据要素价格机制;进一步明确数据资产入表路径;完善数据要素市场监管。

Under the background of the accelerated development of data factor market,the financialization of data elements will become an important way to realize the value of data.On the basis of combing the literature at home and abroad,this paper thinks that the object of financialization of data elements includes data resources,data products and data income,and includes three levels of data resources,capitalization and capitalization.Among them,the production of data resources and the certification of data assets are two key transitions,which derive financial models such as data credit,data trust,data asset securitization and equity securitization respectively.However,the financialization of data assets still faces some problems,such as difficult to confirm power,difficult to circulate,difficult to evaluate value,high input cost,high security requirements and so on.In this regard,we should speed up the research on the formation ofthe property right system of data elements with Chinese characteristics;promote the financial development of data assets in places and industries with conditions;speed up the research on the formation of the price mechanism of data elements;further clarify the path of data assets into the table;improve the supervision of data market.
