统筹高水平开放、高质量发展和高水平安全的思路与对策

Strategies and Countermeasures for Coordinating High-standard Opening-up,High-quality Development,and High-level Security

统筹处理好高水平开放、高质量发展和高水平安全三者的辩证关系,是新时代推进中国式现代化,实现中华民族伟大复兴的基础命题,也是现阶段构建新发展格局和全面推进“十四五规划”目标任务的基本工作要求。本文深入剖析高水平开放的制度创新内涵、主体与时序关系及模式特征,系统阐释高质量发展的核心目标和稳定性、成长性、开放性、包容性等层次化内涵要求,并结合GATT/WTO条款,提出了甄别安全类型,清晰把握经贸安全界限与反对滥用国家安全概念的基本原则及方法。在此基础上,总结性地阐述了新时代统筹处理好高水平开放、高质量发展与高水平安全三者关系的思路和对策建议。

Coordinating the dialectical relationship among high-standard opening-up,high-quality development,and high-level security is the basic proposition of promoting Chinese modernization and realizing the great rejuvenation of the Chinese nation in the new era.These topics are crucial demands for building a new development pattern and comprehensively promoting the objectives and tasks of the 14th Five-Year Plan at this stage.This paper deeply analyzes the connotation of institutional innovation,the relationship between subject and time sequence,and the characteristics of modes of high-standard opening-up,and systematically explains the core objectives of high-quality development and the hierarchical connotation requirements of stability,growth,openness,and inclusiveness.Combined with GATT/WTO provisions,this study puts forward basic principles and methods for distinguishing security types,clearly grasping the boundaries of economic and trade security and opposing the abuse of the concept of national security.To sum up,this study expounds strategies and countermeasures for coordinating the relationship among highstandard opening-up,high-quality development,and high-level security in the new era.
