Administrative Approval System Reform and Upgrading of China's Export Trade

本文以行政审批中心设立这一政策冲击为准自然实验,采用倍差法考察行政审批改革对企业出口贸易转型升级的影响效应与作用机制。研究结果表明:行政审批改革提高了企业的一般贸易出口比,对出口贸易转型升级具有显著促进效应;缓解融资约束、加剧市场竞争与提高企业创新能力是行政审批改革促进出口贸易转型升级的重要渠道;行政审批改革在更大程度上促进了外资企业、小规模企业和沿海地区企业的出口贸易转型升级;增加进驻部门数量是促进企业出口贸易升级最有效的措施;行政审批中心的设立还可以显著提高企业出口产品质量和出口技术复杂度。本文丰富了我国出口贸易高质量发展驱动因素的研究,同时对于客观评估以设立行政审批中心为代表的制度性创新的实施效果,进而有效深化改革具有一定的启示意义。

Based on the policy shock of the establishment of administrative approval centers as a quasi-natural experiment,this paper investigates the impact effects and mechanisms of administrative approval reform on the transformation and upgrading of firms'export trade using a multi-temporal DID approach.This paper finds that the administrative approval reform increases the general trade export ratio of enterprises and has a significant facilitating effect on export trade transformation and upgrading.The easing of financing constraints,increased market competition and improved innovation capability of enterprises are important channels through which administrative approval reform promotes the transformation and upgrading of export trade.The heterogeneity analysis finds that the administrative approval reform promotes the export trade transformation and upgrading of foreign-owned enterprises,small-scale enterprises and enterprises in coastal areas to a greater extent.Further research shows that increasing the number of incoming departments is the most effective measure to promote enterprises'export trade upgrading,in addition,the establishment of administrative approval centers can significantly improve enterprises"export product quality and export technology sophistication.This paper enriches the research on the drivers of high-quality development of China's export trade,and has implications for objectively assessing the implementation effects of institutional innovations represented by the establishment of administrative approval centers,thus to deepen reforms effectively.
