An overview of science and technology development of foreign artificial intelligence in the military in 2023

摘要 当前,世界主要国家正加速推进人工智能在军事领域的部署应用,人工智能技术已逐步渗透到情报分析、作战规划、指挥控制等任务流程,成为军事变革的重要力量。系统梳理2023年国外人工智能最新进展,总结该领域科技发展现状,并提出针对性的启示建议。世界主要国家从战略规划、机构设置、安全治理等方面对军事智能发展进一步优化布局。生成式人工智能、人机混合智能、群体智能等技术取得重要进展,在空战、陆战、海战等领域应用逐步深入。为进一步提升军事智能化水平,提出加强低成本集群弹药研究,推进人工智能安全治理、设立人工智能专项机构等发展建议,为后续研究提供参考。 Major countries around the world are accelerating the deployment and application of Artificial Intelligence(Al)in the military field currently.AI has gradually penetrated into task processes such as intelligence analysis,combat planning,command and control,becoming an important force of military transformation.The science and technology development of AI in 2023 of foreign countries is conducted,and targeted enlightenment suggestions are put forward.The development of foreign AI is summarized from the perspective of strategic planning,organization and security governance in the world's major countries.Many important achievements have been made in the key technology fields,such as generative artificial intelligence,human-machine hybrid intelligence and swarm intelligence technology,and the application of AI in military fields continues to deepen,including air warfare,land warfare and naval warfare,and the pace of installation and empowerment is accelerating.Finally,some advices are given to improve the level of military intelligentization and to provide a reference for subsequent research,such as strengthening the research on low-cost cluster ammunition and security governance in the military intelligentization,establishing AI research institutions,and soon.
