摘要
合理配置资源以推动重大工程创新生态系统中创新主体的有效协同,是技术攻关过程中实现创新价值涌现的关键问题;新型举国体制是有效发挥“政府-市场”二元作用以提升资源配置效率的重要途径。本文立足于资源视角,以港珠澳大桥技术创新实践为研究对象,综合应用模糊集定性比较分析(fsQCA)和指数随机图模型(ERGM)两类方法,探讨了重大工程创新生态系统中创新主体的资源基础、资源依赖结构、资源管理行动对创新价值涌现所产生的复杂组态效应。研究结果揭示了4类涌现出高创新价值的资源配置模式,即“协同-共创”型、“聚合-突破”型、“延拓-变革”型和“巧用-效率”型。本文拓展了重大工程创新管理的研究,对有效依托新型举国体制、合理配置资源以攻克技术难题具有理论与实践启示。
The rational allocation of resources for promoting effective synergy among innovation actors in megaproject innovation eco-systems is key to catalyzing the emergence of innovation value in the process of technological development.The new-type system of nation-wide mobilization serves as a significant pathway for effectively leveraging the dual roles of the government and the market to enhance the efficiency of resource allocation.Based on the resource perspective and taking the technological innovation practice of the Hong Kong-Zhu-hai-Macao Bridge as the research topic,fuzzy set qualitative comparative analysis(fsQCA)is combined in this study with an exponential random graph model(ERCM)to explore the complex configurational effects of the resource base,resource dependence structure,and re-source management actions of innovation actors on innovation value emergence within the megaproject innovation ecosystem.Empirical re-search has revealed the existence of four types of resource allocation patterns that predict high levels of innovation value emergence,name-ly,the"synergy-co-creation","convergence-breakthrough","extension-transformation",and"bricolage-efficiency"patterns.This research expands studies on megaproject innovation management and provides theoretical and practical implications to support the effective utiliza-tion of the new-type system of nationwide mobilization and the appropriate allocation of resources to overcome technological challenges.
