长江经济带化工园区绿色发展的存在问题与对策研究

摘要 长江经济带化工园区是我国石化产业的重要集聚地,是实施制造强国战略的主要阵地。近年来,沿江产业密集、过度开发、化工污染问题累积,“化工围江”现象突出。对此,本文梳理分析了长江经济带化工园区的发展背景与现状,基于此辨识出化工园区绿色发展进程中存在的主要问题,包括园区产业结构失衡、企业转移搬迁阻碍大、《长江保护法》的解读不清晰以及调扩园区面临水产种质资源保护限制等,并从产业优化、体系落地、制度完善等方面提出化工园区绿色发展的对策与建设,促进高端化工产业集聚,推动长江经济带“共抓大保护”。 The chemical industry parks in the Yangtze River Economic Belt is an important gathering place of China's petrochemical indus-try and the main position to implement the strategy of manufacturing power.In recent years,industrial density,overdevelopment and chemical pollu-tion problems have accumulated along the river,and the phenomenon of"chemical industry encircling the river"has become prominent.This paper analyzed the development background and current situation of chemical parks in the Yangtze River Economic Belt,and identified the main problems in the process of green development of chemical parks,including the imbalance of industrial structure in the park.The great obstacles to the transfer and relocation of enterprises,the unclear interpretation of"Yangtze River Protection Law",and the restrictions on the protection of aquatic germ-plasm resources in the transfer and expansion park.From the aspects of industrial optimization,system implementation and system improvement,the countermeasures and construction of green development of chemical parks are proposed to promote the concentration of high-end chemical indus-tries and promote the protection of the Yangtze River Economic Belt.
