“双碳”目标下辽宁省环境规制对绿色技术创新的影响分析

摘要 我国以全球气候形势与国际关系为基础,提出了“双碳”战略。辽宁省作为老工业基地,对于能源的需求呈现递增趋势,尽早实现“双碳”目标需要环境规制与绿色技术创新来实现碳强度下降。在“双碳”背景下,以2010-2021年辽宁省14个城市为研究对象,基于已有研究结果,利用面板数据进行实证检验,并建立门槛回归模型,探讨了环境规制对绿色技术创新的现实效应。并提出以下政策建议:在制定合理且具有差异化的环境规制措施的基础上倡导企业重视绿色技术创新,进一步提高地区经济发展水平,加强对外开放和国际合作,以此促进辽宁省经济健康稳定发展。 Based on the global climate situation and international relations,China has put forward a basic national strategy to achieve carbon peak and carbon neutrality by 2030 and 2060 respectively.Liaoning Province,as an old industrial base,has an increasing demand for energy,and the early realization of the"dual-carbon"goal requires environmental regulation and green technological innovation to achieve a reduction in carbon intensity.This paper takes the dual-carbon target as the background and takes 14 cities in Liaoning province as the research object during 2010-2021.Based on the results of existing studies,panel data is utilized to conduct empirical tests and the threshold regression model is established to explore the real effects of environmental regulation on green technological innovation.The following policy recommendations are proposed.Enterprises should pay attention to green technological innovation on the basis of reasonable and differentiated environmental regulation measures,further improve the level of regional economic development,and strengthen the opening-up and international cooperation,so as to promote the healthy and stable development of the economy of Liaoning Province.
