摘要
为了有效提高煤矿生产人员安全素质,减少煤矿生产事故发生,本文针对传统研究中忽视煤矿事件风险度季节变动和安全素质静态测评问题进行了探讨,构建了基于煤矿事件风险度季节变动的生产人员安全素质动态测评体系。通过分析煤矿事件风险度季节变动规律,借鉴学界成果,进行问卷调查和专家评估,构建了煤矿生产人员安全素质综合评价指标及体系。采用专家模糊集值统计法,结合煤矿事件风险季节变动,对安全素质测评指标进行分季节时段的动态权重赋值,进而实现了基于动态权重赋值体系对煤矿生产人员安全素质进行不同季节时段的动态综合测评。实证研究显示,基于煤矿生产环境的变化,根据煤矿风险事件季节变动规律,通过动态调整评价权重结构,对煤矿生产人员安全素质进行季节时段的动态综合评价,能够有效挖掘各季节时段生产人员安全素质的不足,进而针对性地指导煤矿分季节时段提升生产人员安全素质。这一方法有望显著提升煤矿安全水平,减少安全事故的发生,具有科学性和实际应用价值。
In order to effectively improve the safety quality of coal mine production personnel and reduce the occurrence of coal mine production accidents,this paper explores the problem of ignoring the seasonal varia⁃tion of the risk degree of coal mine events and the static measurement of safety quality in traditional research and constructs a dynamic measurement system of the safety quality of production personnel based on the seasonal variation of the risk degree of coal mine events.By analyzing the seasonal variation of coal mine event risk,drawing on the results of the academic community,conducting questionnaire surveys,and conducting ex⁃pert assessments,we constructed a comprehensive evaluation index and system for the safety quality of coal mine production personnel.Using the expert fuzzy set-value statistics method,combined with the seasonal changes in coal mine incident risk,the safety quality evaluation indexes are assigned dynamic weights by sea⁃sonal time,thus realizing a dynamic and comprehensive evaluation of the safety quality of coal mine personnel based on the dynamic weight assignment system at different seasonal times.The empirical study shows that based on the changes in the coal mine production environment,according to the seasonal changes of coal mine risk events,by dynamically adjusting the evaluation weight structure and conducting a dynamic comprehen⁃sive evaluation of the safety quality of coal mine production personnel by seasonal time,it is able to effectively excavate the deficiencies of the safety quality of production personnel in each seasonal time,and then target⁃ing to guide the coal mines to improve the safety quality of the personnel by seasonal time.This method is ex⁃pected to significantly improve the safety level of coal mines and reduce the occurrence of safety accidents,which has scientific and practical application value.
