摘要
当前,数字经济合作正逐步成为“一带一路”共建的新主流。在数字丝绸之路建设下,具备强大国际竞争能力与强烈开辟新市场意愿的中国数字企业,在政策与资本的助力下积极“出海”,大中小数字企业齐头并进,出海区域及行业赛道不断拓展,从产品出口逐步升级为模式输出、技术输出。我国数字企业出海也面临本土化合作与政府沟通渠道不足、政治因素干扰及海外监管趋紧等阻碍。为此,基于对发达国家与发展中国家新兴市场特点与前景的分析,宜采取不同策略,建议整合国内政策支持资源的工作体系、搭建出海信息分享机制、完善多元团体工作平台等,帮助中国数字企业更好“出海”。
At present,digital economy cooperation is gradually becoming the new mainstream of the the Belt and Road construction.Under the construction of the Digital Silk Road,Chinese digital enterprises with strong in-ternational competitiveness and strong willingness to open up new markets are actively going abroad with the assis-tance of policies and capital,large,medium,and small digital enterprises are advancing together,and the overseas regions and industry tracks are expanding constantly,gradually upgrading from product export to mode export and technology export.Chinese digital enterprises also face obstacles such as localization cooperation,insufficient com-munication channels with the government,political interference,and tightening overseas supervision while going abroad.Based on the analysis of the characteristics and prospects of emerging markets in developed and developing countries,different strategies should be adopted,and it is recommended to integrate work systems of domestic policy resources,establish a mechanism for sharing overseas information,and improve diverse teamwork platforms to help Chinese digital enterprises better go abroad.
