高质量发展背景下公立医院文化评价体系构建研究

摘要 目的:对高质量背景下的医院文化进行全方位评价,构建综合公立医院文化评价体系。方法:基于文化四层次理论结合文献分析法形成指标初稿,采用德尔菲法进行两轮咨询确定指标体系,运用层次分析法计算指标权重。结果:形成具有4个一级指标,13个二级指标和35个三级指标的指标体系。一级指标的权重排序为精神文化、制度文化、行为文化、物质文化;二级指标权重第一位是管理制度;三级指标中,党委领导下的院长负责制权重最高。结论:在公立医院高质量发展的背景下,公立医院文化应随着改革的推进,重新梳理重要因素,重新布局考核权重,从而适应新的评价要求。应重点关注:党建引领、公益性、以人为本、融合“五新”、医务人员及患者满意度,突出专科建设、技术帮扶、科研创新等功能定位及特点。 Objective To comprehensively evaluate the hospital culture under the background of high-quality development,and develop the hospital culture evaluation system of public hospitals.Methods A preliminary version of the indicators was formed based on the theory of four levels of culture combined with literature analysis.Delphi method was used to determine the hospital culture index system,and the AHP method was used to calculate the index weight.Results An indicator system with 4 first-level indicators,13 second-level indicators and 35 third-level indicators has been formed.The weights of the first-level indicators were ranked as spiritual culture,institutional culture,behavioral culture,and material culture.The top weight in the second-level indicators was management system.Among the third-level indicators,the dean responsibility system under the leadership of the Party Committee had the highest weight.Conclusion Under the background of high-quality development of public hospitals,the culture of public hospitals should be reconsidered along with the reform,with important factors reorganized and assessment weights redesigned to adapt to the new evaluation requirements,which should focus on Party construction,public welfare,people-oriented,integration of the"five-new",medical staff and patient satisfaction,and highlight the functional positioning and characteristics of specialist construction,technical support,and scientific research innovation.
