摘要
就业见习是促进大学生就业的一项重要制度,也是青年工作的重要内容之一。就业见习在我国的历史还比较短暂,就业见习的理论研究也非常薄弱,制度规范完全停留在政策层面,法律规范还是空白。现实中就业见习发生了许多偏离:岗位稀缺且单一,见习岗位难以满足多元化需求;见习与就业转换不畅,留用率悖论难以破解;见习生的身份非常尴尬,见习期与试用期难以厘清;歧视现象严重,见习生权益保障难以落实;就业见习培养方案严重缺乏与实习之打通融合。归正路径可以是:扩展就业见习适用范围,借“访企拓岗”拓展见习岗位;强化见习与就业之转换,破解留用率难题;厘清见习期与试用期边界,切实保障见习生权益;明确高校就业见习的义务和责任,固化就业见习培养方案。
The employment internship is an important system to promote youth employment,as well as one of the important content of youth work.The history of employment internship is relatively short,and the theoretical study of employment internship is also very weak,and the system norms remain at the level of policy,and the laws and regulations are still blank.In reality,there are many deviations in the employment internship:the positions are scarce and single,and the internship positions are dificult to meet the diversified needs.The conversion between internship and employment is not smooth and the paradox of retention rate is dificult to crack.The identity of the trainee is very awkward,and the probation period and probation period is difficult to distinguish.Serious discrimination makes it difficult to guarantee the rights and interests of trainees.There is a serious lack of integration between internship and employment training programs.The normdized path can be:expand the scope of application of employment internship,and expand internship positions by"visiting enterprises to expand posts";strengthen the conversion between internship and employment to solve the problem of retention rate;clarify the boundary between internship period and probation period,and effectively protect the rights and interests of trainees;clarify the duties and responsibilities of employment internship in colleges and universities,and solidify the employment internship training program.
