镇江市水文防汛应急管理现状分析与对策研究

Present situation analysis and countermeasures research of hydrological flood control emergency management in Zhenjiang City

通过研究镇江市水文防汛管理的架构内容及其运行状况,从组织架构、后勤保障、水文测报能力等方面,结合镇江市水文防汛应急管理实际,提出强化应急预案的编制运用能力,建立健全水文防汛应急管理的协同机制,完善应急资源后勤保障,提升水文监测技术能力等对策,以期进一步提高镇江水文防汛应急管理水平。

By studying the structure content and operation status of Zhenjiang's hydrological flood control management,from the aspects of organizational structure,logistics support and hydrological forecast ability,combined with the actual situation of Zhenjiang's hydrological flood control and emergency management,some countermeasures are put forward,such as strengthening the management ability of preparing emergency plan,establishing and perfecting the coordination mechanism of hydrologic flood control emergency management,perfecting the logistic support of emergency resources,improving the technical ability of hydrologic monitoring,etc.,with a view to improving the level of hydrological and flood control emergency management in Zhenjiang.
