“数字人本主义”视域下的通用人工智能规制鉴衡

摘要 以OpenAI为代表的世界级科技企业正在加速迭代人工智能模型,能够达到人类智力水平的通用人工智能将在可预见的未来被实现。高度智能化、通用性的算法模型在社会领域的积极应用改变了人类与人工智能的传统交互模式,提升社会生产效率的同时也带来内容信息的全新风险。此外,通用人工智能还可能全面异化当前的权力结构和社会格局,甚至制造前所未有的安全危机。在迈向通用人工智能时代进程中,迫切呼吁加强对通用人工智能研发和应用的全球化监管,推进建设全球性多边合作机制,建立多维度动态风险识别和评估体系,完善数据及算法安全规范,通过“数字人本主义”的通用人工智能规制在伦理、技理、法理诸层面助推构建“人类命运共同体”。 Represented by OpenAI,world-class technology companies are rapidly iterating their AI models,artificial general intelligence(AGI)will be invented in the foreseeable future.The active application of highly intelligent and standardized algorithm models in different social field has changed the traditional interaction pattern between humans and AI.While changing the mode of social production,AI has also posed cutting-edge risks to human groups in multiple aspects in society.In the process of moving towards the era of AGI,China urgently calls for strengthening global supervision of the research and application of AGI.In the future,the global multilateral cooperation mechanism should be strengthened,the multi-dimensional dynamic risk identification and assessment mechanism of AGI should be established,and the legal regulations of data and algorithms should be improved.A community with a shared future for mankind should be built together via the humanist approach to regulating AGI at the ethical,technological,and jurisprudential levels.
