摘要
多边国际机制是否会影响以及如何影响其成员政策一致性的议题受到了学界的普遍关注。通过聚焦和分析多边国际机制成员社会网络的结构和属性对其成员政策一致性的影响,作者提出了多边国际机制生成性权力的概念,将权力结构化、互动机制化和信任内嵌化三个密切关联且又有自身变化规律的关键过程作为网络结构和属性等条件变量的理论依据,运用社会网络分析法和模糊集定性比较分析法对全球范围内较为成熟且具有较大影响力的多边国际机制进行了实证研究。研究结果表明,多边国际机制成员社会网络的结构和属性对其成员政策一致性能够产生直接影响。高政策一致性形成的充分条件包括权力结构化、互动机制化和信任内嵌化三方面内容,且需要三者同时发挥作用。设立秘书处加强互动机制化以及构建边界清晰的多边机制实现信任内嵌化是多边国际机制成员实现高政策一致性的必要条件。
This paper delves into the intricate relationship between multilateral international institutions and policy convergence among their members,with a particular focus on the impact of social network structure and attributes.Introducing the concept of generative power,the authors outline three key processes-power structuration,interaction institutionalization,and trust embeddingwithin networks to develop a theoretical model for identifying conditional variables.Employing social network analysis and fuzzy-set Qualitative Comparative Analysis(fsQCA),the study examines ten prominent multilateral international institutions worldwide.Empirical findings underscore the significant influence of network structure and attributes on policy convergence.Configurations conducive to high policy convergence entail power structuration,interaction institutionalization,and trust embedding.Notably,the presence of a permanent secretariat to facilitate interaction institutionalization and the establishment of trust within clearly defined network boundaries emerge as necessary conditions for achieving high policy convergence.Discussions on the generative power of multilateral international institutions offer valuable insights into understanding this novel form of power and deciphering the intricacies of member social networks within such institutions.
