过渡期广西防返贫监测对象增收形势与对策研究——基于收入结构视角

Research on the Income Increase Situation of Monitored Objects of Anti-Return Poverty and Countermeasures during the Transitional Period in Guangxi:Based on the Perspective of Income Structure

在巩固拓展脱贫攻坚成果同乡村振兴有效衔接的五年过渡期,研究解决相对贫困问题是实施乡村振兴战略规划,进一步推动乡村振兴的题中应有之义。防返贫监测对象作为相对贫困主要构成群体,促进其增收对全面推进乡村振兴,实现全体人民共同富裕具有重要意义。文章以广西巩固脱贫攻坚成果和防止返贫监测信息平台数据为依据,选用收入结构研究视角,对过渡期广西防返贫监测对象收入总量、动态趋势、结构变化等进行系统分析,分类探讨广西防返贫监测对象四大项收入差异特征及增收风险。鉴于此提出促进防返贫监测对象持续增收的对策在于通过实施分层分类的帮扶措施,紧盯四大项收入夯实监测对象增收基础,最终实现共同富裕,以期对国内其他省份制定相关政策和农民增收具体措施提供一定的参考与借鉴。

In the five-year transitional period of effective connection between the consolidation and extension for the achievement of poverty alleviation and rural revitalization,it is necessary to study and solve the problem of relative poverty in the implementation of the strategic plan for rural revitalization and further promotion of the rural revitalization.The monitored objects of anti-return poverty are the main groups of relative poverty,and studying their income increase situation is of great significance for comprehensively promoting rural revitalization and realizing common prosperity for all people.Based on the data of Guangxi information platform for anti-return poverty and the perspective of income structure research,this paper systematically analyzesd the total income,dynamic trend and structural changes of monitored objects of antireturn poverty in Guangxi during the transitional period,and categorically discussed the characteristics of differences and risks of increase about the four major incomes of the monitored objects in Guangxi.In view of this,the countermeasures to promote the continuous income increase of the monitored objects included carrying out hierarchical and categorical assistance measures,focusing on and consolidating the foundation of four major incomes of monitored objects,finally achieving common prosperity,so as to provide a certain reference for other provinces in China to formulate relevant policies and specific measures to increase farmers’income.
