职业教育跨域治理:内涵要义、逻辑框架及推进路径

Cross-domain Governance of Vocational Education:Connotations,Logical Framework and Paths to Advancement

摘要 现代职业教育具有更加突出的多跨协同属性,跨域治理则为其治理创新提供了一个整合性分析框架。职业教育跨域治理内含着复合型治理、适应性治理、界面化治理等要义及特质,契合了治理目标跨域融合、治理机制跨域配合、治理手段跨域耦合的现实逻辑,由此可厘清职业教育跨域治理的生成机理并构建行动框架,在实践中则应重点围绕重塑价值理念、再造组织架构、变革发展模式、推进数字转型、加大制度供给等角度,着力优化系统样态、实化整合能力、细化运行机制、深化技术赋能、强化环境支持,全面增强职业教育跨域治理的整体性和动态性、开放性和网络性、适应性和演化性、科学性和可靠性、稳定性和规范性。 The modern vocational education has more prominent cross disciplinary collaborative attributes,and the cross-domain governance provides an integrated analytical framework for innovation in vocational education governance.The cross-domain governance encompasses the essence and characteristics of composite governance,adaptive governance and cross boundary governance,aligns with the practical logic of cross domain coupling of governance objectives,cross domain coordination of governance mechanisms,and cross domain integration of governance methods.On the basis of clarifying the generation mechanism of cross domain governance in vocational education,an action frame-work can be constructed.In practice,focusing on reshaping value concepts,restructuring organizational structure,changing development models,promoting digital transformation,and increasing institutional supply,efforts should be made to optimize the system structure,refine responsibility systems,activate operational mechanisms,deepen technological empowerment,and strengthen environmental support,comprehensively enhancing the overall,open,adaptive,dynamic,and stable cross regional governance of vocational education.
