基于EPC与PPP模式的工程项目风控管理研究

Research on Risk Control Management of Engineering Project Based on EPC and PPP Mode

分析了EPC模式、PPP模式和PPP+EPC模式的定义,总结归纳了PPP+EPC模式与其他模式相比的优势。基于政府监管部门视角,从建立市场机制和法制保障、培养专业人才队伍、构建风险分担机制、调动政府主观能动性等方面论述现今我国PPP+EPC工程模式中的风险管控措施。

This paper analyzes the definition of EPC mode,PPP mode and PPP+EPC mode,and summarizes the advantages of PPP+EPC engineering mode compared with other types of engineering mode.From the perspective of government regulatory departments,the risk management and control measures in the PPP+EPC project model in China are discussed from the aspects of establishing market mechanism and legal guarantee,training professional personnel,constructing risk sharing mechanism,mobilizing government subjective initiative and so on.
