摘要
有质量是普惠性学前教育服务的核心属性和内在要求。当前作为普惠性学前教育服务重要供给主体的普惠性民办园面临着较大的质量风险,从多重制度逻辑的视角看,是政府的政治—行政逻辑、民办园的市场逻辑和家长的社会逻辑相互交织作用的结果。多重制度逻辑互动下,质量监管乏力造成的“管理缺位型”质量风险、经费保障不足引致的“资源制约型”质量风险和质量信息不对称助推的“信息遮蔽型”质量风险在普惠性民办园中以交叉甚至叠加的状态存在。应从加强普惠性民办园质量的准入性筛选与过程性监管,明确普惠性学前教育服务的质量标准并完善经费保障机制,健全信息公开机制以助力多元监督体系完善等方面对普惠性民办园存在的质量风险进行防范。
Quality is the core attribute and inherent requirement of inclusive preschool education services.Currently,as an important supplier of inclusive preschool education services,inclusive private kindergartens face significant quality risks.From the perspective of multiple institutional logic,it is the result of the interweaving of the political-administrative logic of the government,the market logic of private kindergartens,and the social logic of parents.Under the multiple institutional logic,the“management vacancy type”quality risk caused by insufficient quality supervision,the“resource constrained type”quality risk caused by the lack of funding guarantee and the“information masking type”quality risk promoted by insufficient information resources exist in a cross or even overlapping state in inclusive private kindergartens.Therefore,it is necessary to strengthen the admission screening and process supervision of the quality of inclusive private kindergartens,clarify the quality standards for inclusive preschool education services and improve the funding guarantee mechanism,and establish a sound information disclosure mechanism to help the improvement of a diversified supervision system,so as to prevent quality risks in inclusive private kindergartens.
