摘要
为明确电力人身伤亡事故致因及其关系,提出将事故致因24Model与社会网络分析软件(University of California at Irvine NETwork, UCINET)相结合的方法。首先,基于事故致因24Model对2014—2022年发生的109起电力人身伤亡事故展开系统性研究,得到71项事故致因;其次,将分析出的事故致因用来构建电力人身伤亡事故致因网络;最后,运用UCINET确定电力人身伤亡事故的关键致因及路径。研究结果显示:电力安全知识不足、安全意识淡薄、一切事故均可预防理念理解欠缺等位于电力事故致因网络核心区域,是导致事故的关键因素;通过关键影响路径分析得到电力安全监管部门边界不清、职责不明会影响企业的安全生产,应予以重视;各凝聚子群间关联性较强,易诱发其他事故致因,致使事故发生。
The approach of integrating the accident causation“2-4”model with social network analysis University of California at Irvine NETwork(UCINET)is presented to clarify the causes of electric power personal injury and death accidents and their relationships.Firstly,109 investigation reports of electric power personal injury and death accidents in China from 2014 to 2022 are chosen for a systematic examination of accident cases using the accident causation“2-4”model.The analysis of guiding behavior,operating behavior,habitual behavior,one-off behavior and conditions,and external influences on the organization yields 71 accident causative factors.These factors include 5 categories of factors external to the organization deficiencies,32 categories of unsafe actions deficiencies,11 categories of unsafe physical conditions deficiencies,5 categories of individual capability deficiencies,11 categories of management system deficiencies or poor implementation,and 7 categories of safety culture deficiencies.Secondly,the analyzed accident causative factors are used to construct a causative network of electric power personal injury and death accidents,and the analyzed accident data are used for social network matrix analysis after binarization.Finally,the centrality and cohesiveness of subgroups are analyzed using the social network analysis software UCINET to determine the key causative factors and pathways of electric power personal injury and death accidents.The research results indicate that insufficient knowledge of power safety,weak safety awareness,and a lack of understanding of the concept of preventing all accidents are key factors leading to accidents in the core area of the power accident-cause network.The significant effect path analysis reveals that the unclear boundaries and responsibilities of the electric power safety regulatory agencies interact with 15 cause factors.This factor has a strong ability to control the transmission of risk,which affects the safety of the company and should be emphasized.Because of the high association between the cohesive groupings,other accident-causing elements can readily be induced,culminating in accidents.
