摘要
中国是世界自然灾害最严重的国家之一,地震为群灾之首,地震安全事关人民福祉。而科学统一、有力有效的群测群防对地震临震综合预测有一定意义和减灾实效。宏观观测是目前地震部门推动群测群防的主要抓手,同时也是地震微观观测的重要补充,对临震综合预测有一定借鉴作用。目前,湖南宏观观测站点布局无序、观测方法和数据上报没有统一的标准,大大降低地震监测预测的工作效率。因此,亟需对地震宏观观测技术进行标准化规范。该文阐述湖南地震宏观观测的现状和不足,对宏观观测站布设原则、分级与技术指标、观测站选址、建设、观测方法、参数、日志和数据上报等提出规范要求,以提高地震监测预测工作的效能、管理和地震灾害风险防治能力。
China is one of the countries with the most severe natural disasters in the world,and earthquakes are the leading cause of disasters.Building a strong earthquake safety barrier is crucial to the well-being of the people.The scientific and unified,powerful and effective group measurement and prevention have certain significance and disaster reduction effectiveness for the comprehensive prediction of earthquake impending earthquakes.Macro observation is currently the main focus of earthquake departments in promoting group measurement and prevention,and it is also an important supplement to micro observation of earthquakes,which has a certain reference value for comprehensive prediction of impending earthquakes.At present,the layout of macroscopic observation stations in Hunan is disorderly,and there is no unified standard for observation methods and data reporting,which greatly reduces the efficiency of earthquake monitoring and prediction.Therefore,it is urgent to standardize and standardize the macroscopic observation techniques for earthquakes.This article elaborates on the current situation and shortcomings of macro observation of earthquakes in Hunan,and puts forward normative requirements for the principles,classification and technical indicators,site selection,construction,observation methods,parameters,logs,and data reporting of macro observation stations,in order to improve the management,efficiency,and risk prevention capabilities of earthquake monitoring and prediction work.
