摘要
以湖南某分散式风电项目建设为试点,构建“协同+清单化”风电工程建设管理机制,形成了以项目公司为核心各参建单位为支撑的“大协同”,以及以项目公司和公司各职能部门互相协作、补位的“小协同”的运营模式;将问题、困难“清单化”动态管理,形成了“多方共商寻优化”、“追根溯源催设备”、“错时施工降干扰”、“问题日清早谋划”等问题清单解决模式,针对性地解决了山地分散式风电地域分散、协调与施工难度大等诸多困难,成功解决了山地风电项目建设的安全、质量与进度的问题,创造了山地风电建设的新速度。
Taking the construction of a distributed wind power project in Hunan Province as a pilot,a"collaboration+listing"wind power project construction management mechanism has been established to form a"big collaboration"with the project company as the core and all participating units as the support,and an operation mode of"small collaboration"with mutual cooperation and complement between the project company and various functional departments of the Company.The problems and difficulties are"listed"for dynamic management,and a problem list solution mode has been formed,such as"seeking optimization through multi-discussion","tracing the root cause to improve equipment","staggering construction to reduce interference"and"clearing problem daily and planning early".It has solved many difficulties such as regional dispersion,coordination and construction difficulty of distributed wind power in mountainous areas,successfully solved the problems of safety,quality and progress of wind power project construction in mountainous areas,and created a new speed for wind power construction in mountainous areas.
