Realistic Problems and Collaborative Optimization of Comprehensive Land Consolidation Planning and Village Planning

研究目的:分析全域土地综合整治规划与村庄规划之间存在现实问题与冲突,探讨二者未来实践中需要着重关注的协同目标,为融合全域土地综合整治规划与村庄规划提供研究借鉴及决策依据。研究方法:归纳推理法和对比分析法。研究结果:(1)全域土地综合整治规划与村庄规划之间在实践过程中存在规划传导失位、目标导向错位、规划编制与实施程序失序以及指标效益与乡土文化传承目标存在差异等现实问题及冲突;(2)全域土地综合整治规划与村庄规划应处理好逻辑内涵、规划边界、规划目标、规划时序以及规划效益等方面协同关系;(3)新时期应从明确全域土地综合整治规划的法定地位及其与村庄规划的承接路径、加强规划目标内容衔接与完善规划效益评估体系、统一数据库建设与打造数字化管理平台、健全规划编制保障机制及强化规划实施适应性管理等方面促进两规划的协同优化。研究结论:全域土地综合整治规划是落实乡村建设工程的专项规划,村庄规划是承接上级国土空间规划的详细规划,发挥好二者在乡村振兴战略中的助推作用的关键在于明晰二者的逻辑关联和辩证关系,统筹处理好彼此协同目标,构建协同优化路径。

The purpose of this study is to provide the policy recommendations for the integration of comprehensive land consolidation planning and village planning by investigating realistic conflicts between these two plans and exploring crucial synergistic targets that need to be emphasized in future practice.The methods employed include inductive reasoning and comparative analysis.The research results are as follows:1)conflicts between comprehensive land consolidation planning and village planning include misalignment in planning transmission,misplacement of goal orientation,disorder in planning formulation and implementation procedures,as well as differences in benefit indexes and the goal of rural cultural heritage inheritance.2)Comprehensive land consolidation planning and village planning should address their synergistic relationships concerning logical implications,planning boundaries,planning objectives,planning timing and project benefits.3)In the new era,it is suggested to explore the legal status of comprehensive land consolidation planning and the connecting path of village planning,strengthen the linkage of planning objectives and improve the construction of planning benefit evaluation systems,establish standardized planning databases and create standardized digital management platforms,improve planning formulation,guarantee mechanisms and strengthen adaptive management of planning implementation to promote the collaborative optimization of the two plannings..In conclusion,the comprehensive land consolidation planning is a special planning for implementing rural construction projects,while the village planning is a detailed planning that undertakes the territorial space planning of the higher level,and the key to playing a good role in promoting the rural revitalization strategy lies in clarifying the logical relationship and dialectical relationship between the two plannings,coordinating the goals of each other’s collaboration,and constructing a collaborative optimization path.
