国家数据局的组建是构建国家数据管理体制进程的重要标志。在水平与垂直两个维度,这一历程体现为中央事权统分结合的调整优化与基层创新自下而上的经验扩散,凝练为此轮机构改革“深化重点领域机构改革”和“统筹中央和地方改革”的部署。国家数据局的组建蕴含着维护数据主权、促进数字经济、实现依法治数、发展数字科技的内在逻辑,因应了政治、经济、法治、科技等领域对建立健全国家数据管理体制的共同要求。在国家数据管理体制整体框架下,未来国家数据局还需依托内外部以及纵横向的组织调适,进一步巩固深化改革成果,以数据行政管理现代化助推国家数据管理体制现代化。

The establishment of the National Data Bureau is an important milestone in the process of building a national data management system.In both horizontal and vertical dimensions,this process is reflected in the adjustment and optimization of the combination of central and decentralized powers,as well as the diffusion of grassroots innovation experience from the bottom up,reflected in the reform deployment of“deepening institutional reform in key areas”and“coordinating central and local reforms”for this round of institutional reform.The establishment of the National Data Bureau embodies the inherent logic of safeguarding data sovereignty,promoting the digital economy,achieving the rule of law in data management,and developing digital technology.It meets the common requirements of political,economic,legal,and technological fields for establishing a sound national data management system.Under the overall framework of the national data management system,in the future,the National Data Bureau needs to rely on internal,external,horizontal,and vertical organizational adjustments to further consolidate and deepen the achievements of reform,and promote the modernization of the national data management system with the modernization of data administrative management.
