人口老龄化加速和家庭结构变化使我国养老服务事业面临巨大挑战。从国家、社会、家庭三个层面总结我国社区居家养老兴起与发展的主要时代背景和影响因素,分析社区居家养老从居家养老与社区养老演化而来的客观缘由和主观考量。通过梳理老年人群体及其家庭在养老思想观念上的变化与取舍,有助于对社区居家养老时代演进和发展思路的立体化认识,为下一步推动社区居家养老服务更深层次发展,以及政府有关部门出台相关政策措施提供借鉴。

The acceleration of population aging and the change of family structure make China’s pension service industry face great challenges.Summarize the main era background and influencing factors of the rise and development of community home-based care in China from the three levels of country,society and family,and analyze the objective reasons and subjective considerations of the evolution of community home-based care from home-based care and community care.By sorting out the changes and choices of the elderly groups and their families in the concept of elderly care,it is helpful to have a three-dimensional understanding of the evolution and development of the era of community home-based elderly care,and provide reference for the next step to promote the deeper development of community home-based elderly care services and the relevant policies and measures issued by the relevant government departments.
