激励机制与高校治理的适配性及其增强策略

摘要 建设高等教育强国迫切需要加快推进高校治理现代化,教学激励、科研激励、薪酬激励、晋升激励等内部激励机制的设计成为完善高校治理机制、提升高校治理能力的关键。针对激励机制与高校治理缺乏适配性的现实问题,在理论内涵分析和适配角度探索的基础上,提出注重过程型激励及多维度激励、善用文化治理力量、调动治理主体积极性等增强两者适配性的策略,为形成高校的共治、善治、长治格局奠定基础。 It is urgent to speed up the modernization of university governance,and the design of internal incentive mechanism such as teaching incentive,scientific research incentive,salary incentive and promotion incentive has become the key to perfect the governance mechanism of colleges and universities and improve the governance ability of colleges and universities.Aiming at the practical performance of the lack of adaptability of incentive mechanism and governance mechanism in our country,this paper puts forward the countermeasures to enhance adaptability,such as focusing on process-based incentive and multi-dimensional incentive,making good use of cultural governance power,mobilizing the enthusiasm of governance subject,etc.,through theoretical connotation analysis and adaptation angle,and lays the foundation for the realization of the pattern of co-governance,good governance and long-term governance in colleges and universities.
