江苏省特色学徒制的发展现状与推进策略

Development Status and Promotion Strategies of the Characteristic Apprenticeship System in Jiangsu Province

现代学徒制和企业新型学徒制共同组成中国特色学徒制。江苏省作为职业教育的改革先锋,两种学徒制试点工作均走在全国前列。目前,现代学徒制已成为校企合作的重要途径,为企业输送了大量“定制”人才;企业新型学徒制为构建现代化产业体系提供了有力支撑。江苏省存在两种学徒制财政支持政策不一、小微企业参与有难度、教学监控评价体系不健全、双导师制度未能有效落实等问题。需要统一两种学徒制的财政补贴政策;强化制度建设,加大扶持力度;建立质量标准,加大监管力度;校企协同建设一体化师资队伍。

The modern apprenticeship system and new type of enterprise apprenticeship system jointly constitute the apprenticeship system with Chinese characteristics.As a pioneer in the reform of vocational education,Jiangsu Province has led the country in the pilot process of both apprenticeship systems.At present,the modern apprenticeship system has become an important way for school-enterprise cooperation,providing enterprises with a large number of“customized”talents.The new apprenticeship system for enterprises has provided strong support for building a modern industrial system.Jiangsu Province is facing problems such as inconsistent financial support policies for two types of apprenticeship systems,difficulty in participating for small and micro enterprises,inadequate teaching monitoring and evaluation systems,and ineffective implementation of the dual mentor system.It is necessary to unify the government subsidy policies for the two types of apprenticeship systems,strengthen institutional construction,increase support efforts,strengthen quality standards,and increase quality management efforts.Schools and enterprises should cooperate to build an integrated teaching staff.
