2022年连云港市疾控机构人力资源配置现状及评价分析

Current situation and evaluation analysis of human resource allocation of centers for disease prevention and control in Lianyungang City in 2022

摘要 目的了解和评价连云港市疾控机构人力资源配置状况,为疾控人力资源配置提供参考。方法运用描述性统计分析连云港市2022年底全市各级疾控中心人力资源的数量和结构分布;利用资源集聚度、人口集聚度及其差值,对人力资源公平性进行评价。结果连云港市疾控机构卫生专业技术人员占比为83.36%,初级及以下职称占比最高,达46.36%,高级职称占比最低,为26.53%。人员学历以本科为主,占比为70.21%。人力资源配置不均衡,灌南县、海州区、赣榆区HRADi>1,公平性较好。东海县、灌云县、连云区HRADi<1,公平性较差;灌南县、海州区、连云区HRADi与PADi差值>0,显示人力资源总体配置相对充足;东海县、灌云县和赣榆区HRADi与PADi差值<0,显示人力资源配置不足。结论连云港市疾控机构人力资源结构不够合理,不同地区的人力资源配置公平性、可及性差距较大,建议当地政府加大人才引进、培养力度,进一步优化人才配置,提高人力资源配置的公平性和可及性。 Objective To understand and evaluate the human resource allocation of centers for disease prevention and control(CDCs)in Lianyungang City,to provide references for the allocation of human resources in CDCs.Methods Descriptive statistics was used to analyze the quantity and structure distribution of human resources at all levels of CDCs in Lianyungang City at the end of 2022,and the fairness of human resources was evaluated by using the degree of resource concentration,population concentration,and their differences.Results The proportion of health professionals and technicians in CDCs in Lianyungang City was 83.36%,the proportion of professionals and technicians with junior and below professional titles was the highest(46.36%),and the proportion of professionals and technicians with senior professional titles was the lowest(26.53%).The education of the personnel was mainly a bachelor’s degree,accounting for 70.21%.The allocation of human resources was unbalanced,and Guannan County,Haizhou District,and Ganyu District had Human Resource Agglomeration Degree(HRAD)i>1,and the fairness was good,but Donghai County,Guanyun County,and Lianyun District had HRADi<1,and the fairness was poor.Guannan County,Haizhou District,Lianyun District had HRADi and Population Agglomeration Degree(PAD)i difference>0,indicating the overall allocation of human resources was relatively sufficient,but Donghai County,Guanyun County and Ganyu District had HRADi and PADi difference<0,indicating insufficient allocation of human resources.Conclusion The human resource structure of CDCs in Lianyungang City is not reasonable enough,and there is a large gap between the fairness and accessibility of human resource allocation in different regions,so it is suggested that the local government should increase the introduction and training of talents,further optimize the talent allocation,and improve the fairness and accessibility of human resource allocation.
