Discipline Development of Internet Governance Research

近年来,随着ICT的应用与更迭,尤其是以人工智能为代表的新一轮科技革命的爆发,“互联网”乃至“网络空间”的概念在学界与政策界引起相关争议,诸多观点认为此种表述已无法准确描述与阐释数字时代信息社会发展的现状与潜在的巨大变化。对于自互联网诞生之日起发展至今学界与政策界惯用的“互联网治理”的相关回溯与反思,展望与变革的讨论也相应地更趋热烈。这些讨论涉及多研究维度,其中,从学科发展与建设角度,对于互联网治理是否已成为一门相对独立或成体系化的学科亦是探讨焦点之一。通过学科本身的内涵与外延,对应分析互联网治理研究的特点,以及其未来发展趋势。

In recent years,with the application and change of ICT,especially the outbreak of a new round of scientific and technological revolution represented by artificial intelligence,the concept of“Internet”and even“cyberspace”arouse relevant controversy in academic and policy circles.Many opinions believe that this expression can no longer accurately describe and explain the current situation and potential greatchanges in the development of the information society in the digital age.Discussions on“Internet governance”,a concept that hasbeen commonly used by academic and policy circles since the birth of the Internet,have become more louder in terms of retrospectives and reflections,prospects and changes.These discussions involve multiple research dimensions,among which,from the perspective of disciplinedevelopment andconstruction,whether Internet governance has become a relatively independent or systematic subject is also one of the focuses of discussion.This paperaims to analyze the characteristics of Internet governance research and its future development trends through the connotation and extension of the discipline itself.
