“八八战略”指引下产业转型升级效果的测度研究——基于浙江省2003-2020年11个地级市的数据

摘要 在“八八战略”的指引下,浙江省大力推进经济结构调整与经济增长方式转型,已取得显著成效。以创新、协调、绿色、开放、共享五个维度构建指标体系,对浙江省11个地级市2003年以来的产业转型升级效果进行测度,并以绍兴市为例深入分析其产业转型升级工作路径,发现:(1)产业转型升级的核心内涵是动态变化的,现阶段我省推进产业转型升级的首要任务是提升产业开放水平和创新水平;(2)数字经济为产业转型升级提供了重大机遇,在推进实际工作当中,要聚力提升产业能级,因地制宜做好产业规划,深度释放数据要素与其他生产要素相融合的效率潜力。 Under the guidance of the“Eight-Eight Strategy”,Zhejiang Province has vigorously promoted economic structural adjustment and the transformation of economic growth,achieving significant results.This paper constructs an indicator system based on five dimensions:innovation,coordination,green development,openness,and sharing.It measures the effects of industrial transformation and upgrading in 11 prefecture-level cities in Zhejiang Province from 2003 to 2020.Taking Shaoxing as an example,the paper analyzes its path of industrial transformation and upgrading,finding that:(1)The core connotation of industrial transformation and upgrading is dynamically changing.At the current stage,the primary task of promoting industrial transformation and upgrading in our province is to enhance the openness and innovation levels of industries;(2)The digital economy provides significant opportunities for industrial transformation and upgrading.In the actual implementation,efforts should be focused on improving the industrial level,making tailored industrial plans,and deeply unleashing the efficiency potential of integrating data elements with other production factors.
