高等教育赋能全民终身学习:从国际趋势到制度实践——2023年UIL关于高等教育终身学习的系列报告解读

摘要 近十年,联合国教科文组织发布终身学习系列报告,大力倡导终身学习应贯穿个人和社会整个教育过程,高等教育机构如何赋能终身学习受到普遍关注。联合国教科文组织终身学习研究所与上海开放大学自2020至2022年间面向全球90个国家399所大学开展高等教育机构对终身学习贡献的调查研究,并于2023年6月5日发布《高等教育终身学习的国际趋势》与《高等教育实施终身学习的制度实践》两篇报告。报告分别从有利于高等教育终身学习发展的政策环境、机构治理与实施、通过多样性和灵活性手段扩大高等教育终身学习途径三大方面概述当前的国际趋势,同时结合具体的案例研究,荟萃了终身学习在高等教育背景下的制度实践及经验。我国终身学习体系和学习型社会的构建已经成为必然发展趋势,解读该报告,对我国高等教育未来布局终身学习、赋能全民终身学习具有重要意义。 In the past decade,UNESCO has released a series of reports on lifelong learning to strongly advocate that lifelong learning should run through the entire educational process of individuals and societies,and how higher education institutions can empower lifelong learning has received widespread attention.The UNESCO Institute for Lifelong Learning and Shanghai Open University have conducted a survey on the contribution of higher education institutions to lifelong learning for 399 universities in 90 countries around the world from 2020 to 2022,and released two reports on 5th June in 2023,that is,“International Trends in Lifelong Learning in Higher Education”and“Institutional Practice of Lifelong Learning in Higher Education”.The reports summarize the current international trends from three major aspects of the policy environment conducive to the development of lifelong learning in higher education,institutional governance and implementation,and the expansion of lifelong learning pathways in higher education through the means of diversity and flexibility respectively.At the same time,the reports summarize the institutional practice and experience of lifelong learning in the context of higher education in the combination with specific case studies.The construction of lifelong learning system and learning society has become an inevitable trend of development in China.Therefore,interpreting the report is of great significance to the future layout of China’s higher education for lifelong learning and the empowerment of lifelong learning for all.
