四川省平安渡运建设指南研究

On the Guidelines for the Construction of Safe Ferry in Sichuan Province

渡口是水路交通安全基础设施的重要组成部分,四川省现存的约350个渡口分布在偏远山区,点多、量大、分散,且基础设施简陋、缺乏必要安全保护设施,大量渡船老旧,存在较大安全问题。针对渡口面临的安全隐患,研究制定了实现四川省平安渡运的建设指南,从渡运程序管理、项目库管理、项目建设管理等角度出发,提出指导渡口设施标准化改造,对应渡船更新及岸电设施配套硬件设施项目建设,并结合标识标牌、渡运安全管理、渡运服务标准等软实力建设,实现渡口标准统一、渡船标准统一、标识标牌统一、管理统一、服务统一的渡运“五统一”。研究是统筹渡运发展和安全、提升客渡品质的必然要求,可推动四川省平安渡运工程项目尽快落地实施,服务乡村振兴战略。

The ferry is an important part of the waterway traffic safety infrastructure. About 350 existing ferries in Sichuan Province are located in remote mountainous areas, with many points, large quantities and dispersions, and the infrastructures are simple and lacks necessary safety protection facilities. A large number of ferries are old, and there are large safety problems. In view of the hidden dangers faced by the ferry, the construction guidelines for safe ferry in Sichuan Province have been formulated. From the perspective of ferry procedure management, project library management, project construction management, etc., the article proposes hardware infrastructure projects, such as standardization renovation of ferries, standardization update of corresponding ferries and shore power facilities;combined with the construction of soft power such as logo signage, ferry safety management, ferry service standard, has realized the "five unifications" of ferry transportation, including unified ferry standards, unified ferry vessel standards, unified identification and signage, unified management, and unified services. Research is an inevitable requirement for coordinating the development and safety of ferry transportation and improving the quality of passenger transportation, which can promote the implementation of the safe ferry project in Sichuan Province and serve the rural revitalization strategy.
