铁路营业线施工是铁路运输组织的重要组成部分。通过对新修订的铁路营业线施工管理办法执行情况进行分析,得到新管理办法在执行过程中存在的铁路局实施细则制定不合理、专业管理不到位等问题,主要包括实施细则细化、施工方案管理、Ⅲ级施工组织管理、维修作业组织管理、邻近营业线施工管理及培训教育等方面。针对分析发现的问题,提出进一步完善规章制度、加强源头性风险管控、强化现场施工组织管理、加大现场监督检查指导力度、提升施工管理水平等方面建议和具体对策措施。研究建议可以为优化铁路营业线施工安全管理提供参考。

Railway business line construction is an important part of railway transportation organization.Through the analysis of the implementation of the newly revised management method for the construction of railway business lines, the problems existing in the implementation process of the new management method,such as unreasonable formulation of detailed rules for the implementation of railway bureaus, inadequate professional management, etc., mainly include detailed implementation rules, construction scheme management,Ⅲ-level construction organization management, maintenance operation organization management, construction management near business lines, training and education, etc. In view of the problems found in the analysis,this paper puts forward some suggestions and countermeasures to further improve the rules and regulations,strengthen the source risk management and control, strengthen the on-site construction organization and management, strengthen the on-site supervision and inspection guidance, and improve the construction management level. The research suggestions can provide reference for optimizing the construction safety management of railway business lines.
