制造业高质量发展与实现就业扩容提质是新型工业化的应有之义。作为具有全球影响力的长三角世界级城市群核心引领城市,近年来上海市制造业高端化、智能化、绿色化水平不断提升,与就业扩容提质互促互进新格局基本形成,表现为制造业竞争优势不断增强,高质量劳动容纳能力明显提升,劳动力市场结构性改善,重点群体就业质量显著提高,就业保障能力不断提升,公共就业服务效能持续提高。但当前上海市中短期因素加大制造业与就业供需对接多方预期偏弱,制造业高质量发展与区域劳动力市场适配性不足多层结构矛盾,现代化公共就业服务协同仍有待提升。对此,建议加快就业政策与相关政策协同融合,推进构建便利共享的劳动市场体系建设,健全现代化公共就业服务体系。

The high-quality development of manufacturing industry and the realization of employment expansion and quality improvement are the due meanings of new industrialization.As the core leading city of the world-class urban agglomeration in the Yangtze River Delta with global influence,Shanghai's manufacturing industry has been continuously upgraded in recent years,and a new pattern of mutual promotion and improvement of employment expansion and quality has basically taken shape,which is manifested in the continuous enhancement of the competitive advantage of the manufacturing industry,the obvious improvement of high-quality labor capacity,the structural improvement of the labor market,the significant improvement of the employment quality of key groups,the continuousimi provementot femploymentsecurity ability,and the lasting improvement of the efficiency of public employment services.However,at present,the short and medium-term factors in Shanghai are weaker than the expectation in increasing the docking of manufacturing industry and employment supply,the high-quality development of manufacturing industry is not suitable for the regional labor market,and the coordination of modern public employment services still needs to be improved.In this regard,it is suggested to accelerate the coordination and integration of employment policies and related policies,promote the construction of a convenient and shared labor market system,and improve the modern public employment service system.
