Investigation on the Reform of Rural Homestead System in Luxian,Sichuan Province

深化农村宅基地制度改革是强化乡村振兴制度性供给的重要举措。当前,农村“一户多宅”和宅基地闲置问题促成了农村宅基地制度改革的现实需求。因此,持续深化农村宅基地制度改革在盘活利用闲置宅基地的同时,又能释放壮大村集体经济、助推乡村产业转型和促进农民增收等政策红利。基于此,通过总结提炼泸县农村宅基地制度改革创新经验,剖析现阶段存在的问题,结合新一轮宅基地制度改革试点工作提出农村宅基地改革优化路径。

Deepening the reform of rural homestead system is an important measure to strengthen the institutional supply of rural revitalization.Currently,the issue of“one household with multiple homesteads”and idle homestead land in rural areas has led to the practical demand for rural homestead system reform.Therefore,continuously deepening the reform of the rural homestead system can not only activate and utilize idle homesteads,but also releases policy bonus such as strengthening the village collective economy,promoting rural industrial transformation,and promoting farmers'income growth.Based on this,by summarizing and refining the experience of rural homestead system reform and innovation in Luxian,analyzing the current problems,and combining with the pilot work of the new round of homestead system reform,we propose an optimization path for rural homestead reform.
