海南省自由贸易港数字化社会治理的逻辑体系与优化路径

Research on the Logic and Optimization Path of Digital Social Governance in Hainan Free Trade Port

近年来,海南省推动5G、大数据、区块链、物联网等新型基础设施在海南自由贸易港(以下简称“海南自贸港”)建设进程中的普及应用与提质升级,依托于此由政府主导、社会参与、多元协同,共同助推“智慧海南”建设。海南自贸港数字化社会治理建设,以数据平台为核心基础设施,数字技术为强大驱动力,数字政府为引领核心,致力于解决我国城市治理过程中的各类问题,推动政府治理水平显著提升,并为国家治理体系和治理能力现代化提供强大支撑。目前,海南自贸港在数字化社会治理创新方面存在多元主体协同不甚充分,数字人才培养机制不甚匹配,数字化社会治理相关法律体系不甚健全等问题。对此,文章提出促进多元主体充分协同、优化人才培养机制、持续健全相关法律体系等优化路径,以数字建设支撑社会治理现代化,更好地赋能海南自贸港建设。

In recent years,Hainan Province has made important headway in promoting the popularization,application,and upgrading of new infrastructure such as 5G,big data,block-chain,and the Internet of Things in Hainan Free Trade Port,relying on government leadership,social participation,and multi-party synergy to jointly construct “Smart Hainan”.The digital social governance practice of Hainan Free Trade Port,with data platforms as the core,digital technology as the driving force,and digital government as the leading core,is committed to solving various issues in urban governance,and providing strong support for the modernization of the national governance system and governance capacity.At present,Hainan Free Trade Port faces problems such as insufficient synergy among multiple stakeholders,mismatched talent training mechanisms,and imperfect legal systems related to digital social governance.In this regard,the article proposes optimization paths such as forging synergy among diverse entities,optimizing talent training mechanisms,and continuously perfecting relevant legal systems,in order to support the modernization of social governance through digital construction and better empower the construction of Hainan Free Trade Port.
