数字治理视角下城市社区治理转型:动力机制与推进路径

Research on the Dynamic Mechanisms and Promotion Paths of the Transition of Urban Community Governance under the Perspective of Digital Governance

城市社区治理不仅是我国社会治理的重要实践领域,也是社会治理理论应用的前沿阵地。目前,随着我国城镇化进程的加快,城市的物理空间得以持续拓展,城市的社会结构也日益复杂,给城市社区治理带来了新的困难与挑战。因此,城市社区治理亟须转型,以适应城市经济社会发展需要。目前,城市社区建立了以党建引领为中轴的社区治理架构,形成党政、社会、市场等主体交织共振的互动关系,社区多元主体之间权力关系的调整和重塑是城市社区治理转型的关键。文章认为:数字治理为城市社区治理开辟了新路径,从问题识别与动力激活、网络扩展与参与动员、异议化解与稳健治理三个层面,构建了城市社区治理转型的动力机制。基于此,文章提出了推动数字治理与社区共治精准对接,加大数字安全建设与监管力度,建立制度和技术协同进步的长效机制等推进城市社区治理转型的路径选择。

Urban community governance is not only an important link of social governance,but also the forefront of the application of social governance theory.At present,with the accelerated pace of urbanization,the physical space of cities has been continuously expanded,and the social structure of cities has become increasingly complex,bringing new difficulties and challenges to urban community governance.Therefore,an transition is urgently needed to meet the needs of socio-economic development.At present,a community governance system with party building as the core is in place,forming an interactive relationship between party and government,society,market and other entities.The adjustment and reshaping of relationships among diverse entities is the key to the transition of urban community governance.To this end,it's argued that digital governance has emerged as a new path for urban community governance,which facilitates the transition of urban community governance through mechisms such as problem identification and dynamic activation,network expansion and participation mobilization,objection resolution and stable governance.Based on this,suggestions are proposed to integrate digital governance into community governance,strengthen the construction and supervision of digital security,and establish a long-term mechanism for perfecting both the institution and relevant technology.
