This paper expounds the key elements of operational management practices in new research institutions,focusing on project management systems,talent management and training mechanisms,intellectual property and standardization systems,as well as practical experience in industry university research cooperation and achievement transformation.It helps institutions better cope with the new challenges brought by the integrated circuit industry environment by studying these elements,and provides valuable experience and judgment for the operation and management of institutions.
