构建互惠共生格局:基础教育集团化办学的创新路径

Building a Pattern of Mutual Benefit and Symbiosis:A New Approach to Collectivized School-Running in Basic Education

摘要 构建互惠共生格局,帮助成员校焕发内生活力,提高自主办学能力,进而促进成员校协同发展,是当前集团化办学的重要政策目标。然而,从共生理论视角审视当前教育集团内成员校间的关系发现,有些地区集团化办学的成效不尽如人意,共建共享、合作共赢、互惠共生的格局尚未真正形成,在不同程度上存在集而不团、聚而不变、共生乏力等问题。导致问题产生的原因包括作为共生单元的集团规模过大或过小,共生模式中领导体制、议事决策机制及资源共享机制不能适应办学需求,共生环境因素中质量评估体系建设相对滞后。为强化优质带动,促进扩优提质,实现成员校互惠共生,集团化办学的关键在于治理体制机制创新,应做好集团化办学的区域统筹和顶层设计,建立健全集团内部领导体制与议事规则,探索以“集团”为单位的捆绑式评估机制。 It is an important policy-related goal of collectivized school-running to build a mutually beneficial and symbiotic pattern,help member schools to boost their internal vitality,improve their autonomy in school-running,and promote their coordinated development.However,a review of the current relationship between member schools in an educational group based on the theory of symbiosis shows that some areas have not achieved satisfactory results in collectivized school-running.For example,the educational groups have not yet truly established a pattern of coconstruction and sharing,win-win cooperation,or mutual benefit and symbiosis,and have problems to varying degrees,such as agglomeration without unity,unity without change,and lack of symbiosis.These problems result from the following:The educational groups have a too large or too small scale as a symbiotic unit;in the mode of symbiosis,the leadership system,the decision-making mechanism and the resource-sharing mechanism cannot cater to the needs for school-running;and in the factors related to the symbiotic environment,the construction of the quality assessment system is relatively stagnant.To stimulate high-quality member schools to guide and assist weak member schools,develop more high-quality member schools,and achieve the mutual benefit and symbiosis of member schools,educational groups need to take key measures,including innovating on their governance system and mechanism,improving the overall regional planning and top-level design for collectivized school-running,consummating their leadership system and rules of procedure,and exploring a member school-bundled evaluation mechanism where an educational group is viewed as a unit.
