“群众路线”是中国共产党在漫长革命和社会主义建设过程中形成的生命线和根本工作路线。该路线出场于民主革命的话语实践,具有鲜明的人民价值立场和政治动员逻辑。在中国共产党执政的历史演进中,“群众路线”提供了关于治理价值、治理主体、治理机制、治理效能、治理合法性等方面新的经验事实和理论要素,这为现代化进程中的“中国之治”提供了重要的方法论启迪,也为人类治理文明提供了更具包容性和生命力的叙事方式。挖掘和提炼“群众路线”的治理逻辑,应当做好“无为”与“有为”的平衡,克服现代科层体系的结构性困境。在有效反馈、释放活力和创造安全的思路中推进中国特色国家治理体系与能力的现代化。

The“mass line”is the lifeline and fundamental working line of the CPC formed in the long process of revolution and socialist construction.This route appeared in the discourse practice of democratic revolution,with a clear stance on people’s values and political mobilization logic.In the historical evolution of the CPC’s governance,the“mass line”has provided new empirical facts and theoretical elements on governance values,governance subjects,governance mechanisms,governance effectiveness,governance legitimacy and other aspects,which has provided important methodological enlightenment for the“Chinese governance”in the process of modernization,and also provided a more inclusive and vital narrative way for human governance civilization.Exploring and refining the governance logic of the“mass line”should strike a balance between“inaction”and“action”,and overcome the structural difficulties of the modern bureaucratic system and promote the modernization of the governance system and capacity of a country with Chinese characteristics through effective feedback,unleashing vitality,and creating security.
