我国犯罪治理水平评估面临的困境和破解路径

Crime Governance Evaluation in China:Predicament and Pathways

提升犯罪治理效能是推进国家治理体系和治理能力现代化的重要内容。开展犯罪治理水平评估是科学评价犯罪治理能力和效果的必由之路。然而,我国犯罪治理水平评估体系构建面临着基础理论研究不足、方法论选择受限、基础数据缺乏、数据获取与处理困难的困境,这限制了评估工作的深入性和可靠性。为解决这些问题,基于当前我国犯罪数据统计的现实情况,从短期看,可通过评估体系主客观结合、多源数据融合处理、挖掘符合实践的理论方法解决当前面临的困境;从长远看,还应通过规范我国犯罪数据统计制度、制定犯罪数据统计标准、构建多方协作的评估体系以及推进评估理论和方法研究等方式进行完善。

Improving criminal governance effectiveness is an important part of advancing the modernization of national governance system and capacity.Conducting crime governance evaluation is an inevitable way to scientifically assess the capabilities and effectiveness of criminal governance.However,the crime governance evaluation in China faces the predicament of inadequate fundamental theories,limited options of methodology,lack of basic data,and difficulties in data acquisition and processing,which limits the depth and reliability of the evaluation.To address these issues,based on the current situation of crime data statistics in China,in the short term,the existing challenges can be tackled through the integration of subjective and objective elements in the evaluation system,integrated processing of data from multiple sources,and the exploration of theoretical methods that align with practical circumstances;in the long term,it is essential to improve the evaluation through methods such as standardizing the crime data statistics system,establishing crime data statistics standards,constructing a multi-party collaborative evaluation system,and promoting evaluation theory and methodology research.
