摘要
现行房地产金融体系随着以购为主住房制度的发展而发展,在支撑了大规模、高速度住房开发建设的同时,也暴露出房地产企业债务违约、住房逾期交付等金融和社会风险。本文深入研究资金进入房地产领域的途径和特点,探讨了房地产与金融循环有所不畅的主要问题,提出建立数字化房地产金融监测平台、保持资金流入房地产合理适度、加大对租赁住房的金融支持力度、丰富权益类融资方式,以及发展绿色金融支持建筑业绿色低碳转型等促进金融与房地产良性循环的政策建议。
The current real estate financing system has developed with the purchase-oriented housing system.While supporting large-scale and high-speed housing development and construction,it has also exposed financial and social risks such as debt defaults by real estate enterprises and overdue delivery of housing.This article delves into the ways and characteristics of capital entering the real estate field,explores the main problems of poor circulation between finance and real estate cycle,and proposes policy recommendations to promote the virtuous cycle between financing and real estate,such as establishing digital real estate financial monitoring platform,maintaining reasonable and moderate capital inflow into real estate,increasing financial supports for rental housing,enriching equity financing methods,and developing green finance to support the green and low-carbon transformation of the construction industry.
