紧急医学救援队人力资源管理能力成熟度评价研究与建议

Capability maturity of human resource management in emergency medical rescue team:evaluation and suggestion

摘要 目的确定紧急医学救援队人力资源管理能力成熟度各维度各层级评价标准并对评价模型进行实证测试,为紧急医学救援队管理者找准人力资源管理能力差距及指导决策提供一套量化的评价工具。方法紧急医学救援队人力资源管理能力成熟度评价模型具有显示差异、得出分值的功能,使用该模型对天津市某三级公立医院突发公共卫生事件紧急医学救援队伍人力资源管理能力进行量化评价,确定所属成熟度等级;运用象限分析法对人力资源管理能力各维度及其要素进一步分析,提出针对性改进策略。结果该队伍人力资源管理能力成熟度总得分为53.16分,对应成熟度等级—"已定义级",评价结果反映该队伍人力资源管理实践已逐步标准化,五个维度成熟度水平均衡,各维度中均有优势要素以及亟待改进部分。结论基于实证分析结果,建议从建立紧急医学救援队伍共建共管机制、搭建紧急医学救援队人力资源管理实践系统等方面为紧急医学救援队人力资源管理提供有力保障。 Objective To develop evaluation criteria for the maturity of human resource management(HRM)capabilities of emergency medical rescue teams in various dimensions and to conduct empirical testing on the evaluation model,providing a quantitative evaluation tool for managers to identify gaps in HRM capabilities and guide decision-making.Methods The evaluation model had the function of showing the difference and witnessing achievements.This model was used to quantitatively evaluate the human resource management capability of emergency medical rescue teams in a tertiary public hospital in Tianjin to determine the maturity level.Using the quadrant analysis method we further analyzed the dimensions and factors of human resource management ability,and put forward targeted improvement strategies.Results The total score of the team was 53.16,classified as"defined level".The evaluation results reflected that the team’s HRM practice had been gradually standardized,the maturity level of five dimensions was balanced,and each dimension had advantages and needed to be improved.Conclusions Based on the empirical results,it is suggested to establish the mechanism of co-construction and co-management of emergency medical rescue teams,and to set up a human resource management practice system to provide strong guarantee for human resource management of emergency medical rescue team.
