提升涉网黑恶势力案件侦办质量的思考——以河南省“打假治敲”精品案件为例

随着扫黑除恶常态化机制的不断完善,黑恶势力犯罪空间受到有效压缩,黑恶势力犯罪的嚣张气焰得到根本性遏制,社会政治经济生态向良性循环持续稳步发展,人民群众的公平正义感、安全感、幸福感持续稳定提升。然而,黑恶势力犯罪并未从此销声匿迹,而是向隐蔽化、网络化、专营化、“合法化”方向发展,侦查取证难度明显增大。这就要求公安机关在侦办此类案件中要讲究策略,长线经营,深度研判,缜密侦查,善于总结个案侦办中的成功经验,汲取相关教训,升华为理论指导,创新思维,切实提升依法侦办黑恶势力案件的水平与能力。

With the continuous improvement of the normalization mechanism of the special criminal syndicate combat,the criminal space of the Gangland has been effectively compressed and the arrogance has been fundamentally curbed.The social,political and economic ecology has continued to develop steadily to a virtuous circle,and the people's sense of fairness,justice,security and happiness have continued to improve steadily.However,the gangland crimes has not disappeared,but has developed in the direction of concealment,networking,specialization and“legalization”,and the difficulty of investigation and evidence collection has increased significantly.In the investigation of such cases,the public security organs should pay attention to strategy,long-term operation,in-depth study and judgment,careful investigation,be good at summing up the successful experience in case investigation,draw relevant lessons,sublimate into theoretical guidance,innovative thinking,and effectively improve the level and ability to investigate cases of gangland crimes according by law.
