口岸传染病疫情防控数字化改革探索与实践

Exploration and Practice of Digital Reform of Epidemic Prevention and Control of Infectious Diseases at Ports

面对全球新发、突发传染病不断暴发对传染病防控工作带来的巨大挑战,海关作为“外防输入”第一道防线,传染病风险监测预警和处置能力的持续提升就显得非常重要。本文运用数字化思维、认知和技术,分析并总结了以多跨协同为突破、数字赋能为手段的口岸卫生检疫业务流程改造和重塑的经验做法,阐述了杭州海关“全局一屏掌控、政令一键直达、执行一贯到底、监督一览无余”的口岸疫情防控数字化协同工作场景,可为今后口岸传染病疫情精准检疫和智慧海关建设提供借鉴和参考。

Facing the enormous challenges to the prevention and control of infectious diseases brought by the continuous outbreak of new and sudden infectious diseases worldwide,it is crucial for the customs,as the first line of defense against imported diseases,to continuously improve their ability to monitor,warn,and handle infectious disease risks.This article analyzed and summarized the experience and practices of health and inspection process transformation and reshaping at ports through multi-cross collaboration and digital empowerment with digital thinking,cognition,and technology.It elaborated on the digital collaborative work scenarios at the port of Hangzhou customs epidemic prevention and control with"the overall situation controlled on one screen,the government decrees intelligentized with one click,the implementation consistent to the end,and the supervision at one glance".The article aimed to provide reference and guidance for precise quarantine of infectious diseases at ports and the construction of smart customs inthefuture.
