国土空间规划实施评估体系构建研究

为构建科学合理的国土空间规划实施评估体系,提高规划实施效果的评价效率和准确性,该文首先阐述评估的基本原则,然后综合运用指标定量对比法、GIS土地利用结构变化分析和景观格局指数分析法等方法,构建包括规划实施效果和过程的评估指标体系,结合具体案例,进行国土空间规划的实证研究,验证评估体系的有效性。结果表明,该评估体系能够全面反映规划实施的一致性、效能性及其对生态系统功能的影响,为国土空间规划的优化提供理论依据和实践指导。

In order to construct a scientific and reasonable evaluation system for the implementation of land and spatial planning and improve the efficiency and accuracy of the evaluation of planning implementation,this paper first expounds the basic principles of evaluation,and then comprehensively uses the methods of quantitative comparison of indicators,GIS land use structure change analysis and landscape pattern index analysis to construct an evaluation index system including the effect and process of planning implementation,combined with specific cases.An empirical study of territorial space planning is carried out to verify the effectiveness of the evaluation system.The results show that the evaluation system can fully reflect the consistency and efficiency of planning implementation and its impact on ecosystem functions,and provides a theoretical basis and practical guidance for the optimization of territorial space planning.
