中国式乡村治理现代化是新时代社会主义现代化强国建设、农业农村现代化和中国人民展现“历史活动-时代声音”的伟大创造和实践创新。新时代乡村治理的政治规划设计和地方实验创新,构建起政策引领与地方实践互构前进的中国式乡村治理现代化“政策群-实验力”,生成了新征程推进中国式乡村治理现代化的方针方略和行动纲领。中国式乡村治理现代化作为多元治理主体、多种治理方式、多维治理要素“融合共生-协同共治-合力共进”的复合治理创新,是乡村“政治、自治、法治、德治、智治”五治融合的“多元-复合-协同”治理系统实践。新时代健全完善“组织体系、能力体系、规范体系、教化体系、支撑体系”有机融合治理体系,是新征程推进中国式乡村治现代化的有效路径。

The modernization of Chinese-style rural governance is a great creation and practical innovation in the construction of a modern socialist country in the new era,the modernization of agriculture and rural areas,and the Chinese people's display of “historical activities-the voice of The Times”.The political planning and design of rural governance in the new era and local experimental innovation have built a “policy group-experimental force” of the modernization of Chinese-style rural governance,in which policy guidance and local practice are mutually advancing,and generated a policy strategy and action program for the modernization of Chinese-style rural governance on a new journey.The modernization of Chinese rural governance,as a composite governance innovation of multiple governance subjects,multiple governance methods and multi-dimensional governance elements of “integration and symbiosis-collaborative co-governance-joint progress”,is a “plural-compositecollaborative” governance system practice of the integration of five governance systems of “politics,autonomy,rule of law,rule of virtue and smart governance” in rural areas.In the new era,improving the organic integration of the “organizational system,capacity system,normative system,education system,and support system” is an effective path to promote the modernization of Chinese-style rural governance in the new journey.
