摘要
当前海上风电场、海上石油平台、海洋牧场、水上大型储能设备运输、甲醇和氢等新型燃料加注等新业态不断涌现,用海矛盾日益突出;新能源动力船舶迅猛发展,危险货物的新种类不断增加,但海事监管服务能力还存在不平衡、不充分的问题,沿海地区存在近海地区监管手段不够丰富,监管效率有待提升的问题。水上交通运输安全监管进入模式重塑的变革实现期。针对上述问题,结合水上交通规律特征,通过水上交通系统的数字孪生体构建,实现智慧海事中的监管功能。利用现代化信息技术开拓智慧海事监管新模式,提升海事安全监管服务水平。
Currently,new forms of businesses such as offshore wind farms,offshore oil platforms,marine ranching,transportation of large water storage equipment,methanol and hydrogen fuel filling are emerging constantly,and conflicts in the exploitation of the sea are becoming increasingly prominent.New energy-powered vessels are developing rapidly,and the number of new types of dangerous goods has kept increasing.However,there are still imbalances and inadequacies in maritime supervision and service capabilities.Problems exist in coastal areas such as insufficient supervision means for offshore areas,and the supervision efficiency needs to be improved.Safety supervision of water transportation has entered into a period of transformation and implementation of model remodeling.Aiming at the above problems and taking into consideration the characteristics of water transportation rules,this paper proposes to realize the supervision function in intelligent maritime administration through the construction of digital twins of the water transportation system.It proposes utilizing modern information technologies to develop a new intelligent maritime supervision model so as to improve the level of maritime safety supervision services.
